Stephen Fulton and Naoya Inoue were set to clash to headline an event from Ariake Arena in Tokyo, Japan, on July 25, 2023.

Fulton defended his WBC and WBO Super Bantamweight Championship in this bout. Fulton was holding WBO title since he beat Angelo Leo in January 2023 before adding WBC title by beating Brandon Figueroa later that year. His last bout was against Daniel Roman 13 months back where he got a one-sided decision in his favor.

Inoue became undisputed champion in bantamweight division in December 2022 by beating Paul Butler. A future Hall of Famer, he had held titles in 3 divisions already, and was looking to get a title in the fourth division. There were very few opponents who have come anywhere close to posing a good challenge for Inoue. Was it a straight-forward win for him in this bout also?

The co-main event saw Robeisy Ramirez defending his WBO Featherweight title against Satoshi Shimizu. Ramirez won the vacant title by beating Isaac Dogboe in April this year and this was his first title defense.
