On August 13, 2024, Nolan King of MMA Junkie reported that UFC applied for an event permit with NSAC for a Fight Night event on October 12, 2024, at UFC Apex Arena in Las Vegas, NV. The event was then called UFC Vegas 98 event as it is the 98th Fight Night event to take place at this venue.

On August 1, 2024, MMA Content Creator Krazy Kevin revealed that top ranked flyweights Brandon Royval and Tatsuro Taira would clash at this event. On August 24, 2024, UFC revealed that this bout would headline the event.

Middleweights Brad Tavares and Park Jun-yong were slated for a bout at UFC Vegas 94 event in July 2024. Park was deemed medically unfit after the weigh-ins and the bout had to be canceled. The bout was later rebooked for this event.

A bantamweight bout between Cody Garbrandt and Miles Johns was booked for this event. However, it was later moved to Fight Night event on November 12, 2024.
